While sports betting tends to dominate the California betting news headlines, keep in mind that casinos are all over the place, while there are also a ton of card rooms under operation as well. Because of that, plenty of people were concerned about an update that came in a few months ago that would have been eye-opening. In some good news, though, a California judge stopped a major blackjack change for card rooms in the state.
In case you missed it, a new law was proposed that would have banned “California Blackjack” or “Blackjack 21.5” from being used in card rooms, as the 'player dealers' setup was something that owners of Indian casinos were against. Countless complaints from their end kept getting brought up, as it was a loophole of sorts for the card rooms to operate. With the law pushing for the ban, it had folks worried, but Superior Court Judge Richard Darwin issued an injunction to block things.
“These are easily the most disruptive set of regulations that I have seen in my tenure in the card room industry, which is two decades now,” California Gambling Association president Kyle Kirkland said in an interview with the Sacramento Bee. “I’m not sure most cardrooms would survive because this is such a drastic change.”
With blackjack-style games potentially being stopped in card rooms, it was going to present a major issue financially, as countless jobs could have been lost too. It would have had a negative impact on the local economy too, which is something California officials did not want to see happen. While the tribes are upset about this, the injunction seems to have provided a ton of relief overall. In the grand scheme of California betting, it feels like a positive.
A San Francisco judge just hit the brakes on Attorney General Rob Bonta’s proposed crackdown on cardrooms.

Card rooms all over California are the biggest winners here
It goes without saying, but card rooms all over California are the biggest winners here. However, as noted by The Sacramento Bee, the Indian Tribes in California are not happy, as they've been working to get things changed for a while now. This also goes in line with the prediction market issues in California, as the tribes also are not happy with that form of online betting taking place on tribal lands.
As most of you know by now, California has been locked in a legal dispute with Kalshi over sports betting taking place despite things being illegal as a whole. Multiple tribes in California got things started here, while we've seen other states get involved in the dispute as well. How does this impact the latest blackjack update in the state?
It's because while this may seem like a loss for the tribes, it's a positive for California. However, with this tribal setback, it could motivate the groups to power through and work to push forward with the legal sports betting push. Indian tribes, who run and operate more than 80 casinos in California, have their eyes set on legalizing sports betting. It's been reported that 2028 is the year that the tribes are eyeing for sports betting. They'll be hungrier than ever to get things done now.
This isn't the first time the card rooms have been victorious against the local tribes
It's important to remember too that this isn't the first time the card rooms have been victorious against the local tribes. The past fall, the tribes sued that card rooms over the Las Vegas-style gambling that was taking place outside of tribal land. The tribes had backing from Gavin Newsom, which seemed to point things in an interesting direction.
Newsom ended up signing Senate Bill 549, which opened the door for tribes to sue card rooms over their operation. While that seemed a bit positive, things also fell by the wayside there, as Superior Court Judge Lauri Damrell dismissed that particular case from the local tribes, offering a bit of a setback for them.
With this latest blackjack update too, it only adds to the frustration for many. Something tells us that even more lawsuits and legal disputes between the card rooms and Indian casinos will be on the way in the future, but as of late, it has been clear that judges have been ready to side with the card rooms. It will be interesting to see if things change there, but alas, relief indeed has been present for the card rooms and the people who work there.
