We Already Know How the Latest Oklahoma Sports Betting Push Will End

The push to legalize Oklahoma sports betting offers more options than ever. And yet, it seems destined to fail anyway.

Another round of Oklahoma sports betting discussions is officially underway. Sure, the dialogue on the subject has continued ad nauseam over the years. But The Sooner State’s legislature is now in session. This permits talks to continue in a more formal capacity.

Early indications suggest this could be the most aggressive push yet to legalize sports in Oklahoma. Three separate proposals are on the table, and the Oklahoma City Thunder, the market’s most prominent team, has taken a more active role in advocating for gambling reform. 

Yet, despite all optimism surrounding the various options, we needn’t be clairvoyant to know how this ends: with another Oklahoma sports betting flop. And the primary reason why is the same as ever: Governor Kevin Stitt.

Policymakers Acknowledge Governor Stitt Remains Biggest Obstacle to Oklahoma Sports Betting

Senator Bill Coleman is among the primary catalysts pushing for Oklahoma sports betting legalization. His name is tied to three of the most prominent options on the table. Even he admits that Governor Stitt is a hurdle the House and Senate must clear.

In past years, lawmakers understood that Governor Stitt would shoot down whatever sports betting bill they passed. This has directly impacted the tenor and results of discussion. While some hold out hope that a compromise between Governor Stitt and Oklahoma tribes can be reached, Senator Coleman laid bare the odds of that actually happening.

“We’re still hoping there’s an agreement to be had somehow,” he said, per Matt Patterson of NonDoc Media. “If we do send something his way, we’ll probably do so with enough votes to overturn a veto, should he want to do that. But that’s if it goes that far.”

If last year is any indication, the state legislature needs an approval rating high enough to ward off a prospective veto. The three most popular Oklahoma sports betting bills on the table are all slightly tweaked versions of the previous sessions’ initiatives. Governor Stitt opposed every single one of them.

This raises a powerful one-word question: Why?

Why Governor Stitt is Against the Current Sports Betting Bills

Governor Stitt’s shaky relationship with Oklahoma tribes is well-documented. They have clashed many times over the direction of possible sports betting legalization.

Both have seemingly taken hard-line stances on the matter. Tribes want to protect their gambling exclusivity, and Governor Stitt wants Oklahoma sports betting to be more open-ended.

If anything, though, tribal leaders appear more open to making concessions. They have shown various levels of interest in sports betting bills that would give racing tracks or the Thunder opportunities to provide sports betting services. Governor Stitt has taken more of an all-or-nothing approach, as Patterson explains:

“As he begins his final year of a gubernatorial tenure that has been adversarial at best with influential tribal nations, Stitt is reiterating a position he outlined in 2023: If Oklahoma is to to legalize sports betting, it should offer a comprehensive, free-market approach where any individual could open a sports book, not just sovereign tribal nations that currently remit revenues to the state in exchange for exclusive Class III gaming rights.”

Governor Stitt’s stance is borne from two beliefs. Firstly, and perhaps most interestingly, he is on the record as being against Oklahoma sports betting. He called it “horrible” in a Fall 2025 interview, adding “If I had my way, I wouldn’t have gambling at all. It’s a travesty.” 

This lends itself to his current stubbornness. If he’s going to operate in contrast to his personal beliefs, he’s decided he wants to cast the widest-net possible. That bleeds into the second factor anchoring his own proposal. Governor Stitt believes a free market will bring the most value to Oklahoma. And to his credit, he’s not wrong there.

Expect Oklahoma Sports Betting Debates to Drag Out Past 2026 

Under Governor Stitt’s own proposal, online sports betting sites in the United States would pay annual licensing fees to operate in the Oklahoma market. This would allow tribal nations to take part, but it would increase the level of competition they face from industry heavyweights like FanDuel, DraftKings, Caesars, etc. 

Other Oklahoma sports betting proposals take this into account. Tribal gaming compacts currently award them gambling exclusivity. Leaders argue that sports betting must fall under the same umbrella.

Still, Governor Stitt clearly believes this represses the market’s potential. Oklahoma stands to make more money off sports betting if it’s charging $500,000 licensing fees and welcoming more competition. Various revenue estimates over the years back up that stance. 

But again, this can easily be seen as unfair to the tribes. And given how much influence they have in The Sooner State, good luck passing anything without their collaboration.

All of this points to the Oklahoma sports betting debate carrying into 2027—and perhaps beyond. If neither Governor Stitt nor tribal nations are willing to budge on their stances, it’s hard to envision anything getting done in 2026. 

With that said, the discussion could get easier in the years to come. Governor Stitt is now in the final year of his tenure. His eventual replacement could prove more flexible on the matter of Oklahoma sports betting.

Granted, no one can know for sure. But relative to how discussions have played out for the better part of a decade, we’d be shocked if circumstances worsen once Stitt’s successor takes the reins.
