A Brief Timeline of the Legality of Oregon Sports Betting

2023

  • 2023: The sports betting handle in Oregon surged in 2022, reaching nearly $500 million, a substantial increase of over $160 million from the previous year in 2021. Additionally, January 2023 witnessed the highest single-month sports betting handle in the state’s history, totaling $62.3 million, almost $7 million more than the prior record set in October 2022.

2022

  • 2022: DraftKings Sportsbook officially takes over as the exclusive sports betting app in Oregon.

2021

  • 2021: The Oregon Lottery concludes a deal with DraftKings, designating it as the sole online sportsbook in the state. Plans are underway to shut down the Scoreboard app in the coming year.

2019

  • 2019: Sports betting is officially launched in the state, with betting available both online through the state lottery’s Scoreboard app and in person at tribal casinos.

2018

  • 2018: The US Supreme Court declares PASPA (Professional and Amateur Sports Protection Act) unconstitutional, granting states the authority to legalize sports betting if they choose to do so.

Sports Betting Timeline in Oregon

Oregon operates with legal sports betting, but it's taken time to get to this point.

The early days of PASPA in 1992 and beyond

However, Oregon was one of the four states of the USA that were grandfathered in when PASPA was passed in 1992, banning sports betting in all states but those select four. Alongside Nevada, Delaware, and Montana, they were given the option to allow sports betting in their state with certain rules and regulations.

They ended up only legalizing parlay betting, with a game called ‘Sports Action’, where they received quite a bit of backlash from the NBA and collegiate programs. In 2005, they shut down Sports Action.

2019 and major changes to state gambling law

In September 2019, a little over a year after the Supreme Court struck down PASPA, the first sportsbook was launched in the state of Oregon at Chinook Winds Casino. The state technically didn’t need any bills to be passed, as they were already grandfathered in, and the laws surrounding Sports Action sufficed to cover sportsbooks in the state.

In October 2019, the Scoreboard sports betting app was launched by the Oregon Lottery, allowing Oregon residents to bet on sports from their smartphones. Other than Chinook Winds, the mobile app is the only way to bet on sports in Oregon, other than offshore sportsbooks.

Sports bettors will not be able to bet on any collegiate sports in Oregon.

Alternative sports betting options in Oregon

There are ten tribal casinos in the state of Oregon, and they're relatively well spread out through the state. Many tribes have made plays for casinos in Portland, the biggest city in the state, but the government won’t allow it – they’ve shut down every attempt.

Daily Fantasy Sports betting is a touchy subject in the state. They don’t have any legislation around it, but are still trying to decide if it’s a game of skill or chance. A bill was adjourned in committee in 2017 that would allow the state to monitor DFS activities in the state, but nothing ever came of it. As of now, DFS is allowed in the state, and lawmakers don’t really seem to care whether residents play in DFS contests or not.

Can I bet on Sports in Oregon?

Yes, the Oregon Lottery has launched its Scoreboard sports betting app and there is a retail casino in Lincoln City, Oregon that offers sports betting. Oregon Lottery didn’t need to wait for any legislation changes or house bills to offer their sports betting product, but decided to wait, as there was chatter of potentially banning online sports betting in the state. There was no sense launching their mobile betting app only to have it banned shortly thereafter.

It’s also noted that you cannot bet on college sports in Oregon. So if betting college football or basketball is your jam, you will have to look at betting on offshore online sportsbooks. Many sports bettors love betting throughout the college season and not having accessibility to any college sports bets in Oregon would be a huge miss.

The Portland Trailblazers is the only professional-level team in the state and is one of the NBA’s most consistent teams. They only have one championship, which they won over 40 years ago, but have made it to the playoffs 34 of their 50 seasons.

The Oregon Ducks college football program is a fairly popular team, not just in Oregon, but across the country. Their sponsorship with Nike, allows them to rock some pretty spiffy uniforms year after year, and they are always the talk of the town. Since the late ’90s, they have only failed to qualify for a Bowl game twice, and can usually be found in the AP Top 25 rankings.
